The South Worcestershire Councils of Malvern Hills DC, Wychavon DC and Worcester City (SWCs) started a review of the SWDP in late 2017 in response to new Government requirements that Development Plans should be updated every five years, meaning a revised SWDP is required by 2021. The review, which will provide an updated plan period to 2041, will update the existing SWDP and where necessary its vision, objectives, spatial strategy and policies for the future development of the South Worcestershire area. The second part of the plan includes site allocations, policies and policy designations that will provide for the development needs of the area up to 2041.
The South Worcestershire Development Plan Review must be based on up to date and robust information to ensure that the policies and proposals within it have a sound basis. The ‘soundness’ of Development Plan Documents is one of the key matters that will be tested at Examination. To meet the tests of soundness, the South Worcestershire Development Plan Review is based on technical evidence including specific technical reports, such as the required Sustainability Appraisal, feedback from infrastructure / service providers and feedback from various public consultations.
The three South Worcestershire Councils have updated their Local Development Schemes (LDS). The latest versions were adopted at Council meetings held on 16 September 2020 (Wychavon District Council), 29 September 2020 (Malvern Hills District Council) and 30 September 2020 (Worcester City Council). The LDS is a project management document which sets out the council priorities for producing planning policy documents over the coming three years.

Additional Preferred Options (Focused on Sustainability Appraisal) Consultation (Regulation 18) – March-April 2021
Publication Consultation (Regulation 19) – October-November 2021
Submission (Regulation 22) – March 2022
Independent Examination (Regulation 24) – May 2022-January 2023
Receipt of Inspector’s Report (Regulation 25) – March 2023
Adoption (Regulation 26) – April 2023
